Hayes, Rutherford B. – (Born, October 4, 1822; Died natural causes, January16, 1893 Kentucky) Nineteenth President of the United States of America, (March 3, 1877 – March 4, 1881) a General of volunteers in the Civil War, his election was disputed and ultimately decided by a commission which awarded the disputed electoral votes to Hayes, in lieu of Tilden. He was a fiscal conservative that balanced the budget of the federal government, and after announcing himself a lame duck, as he would not seek re-election, proceeded to oppose and reduce the effectiveness of the spoils system, even terminating future President Chester A. Arthur from the New York customs house, a political and financial plum appointment. (Republican)
