Hoover, Herbert – (Born August 10, 1874; Died natural causes October 20, 1964, Iowa) Thirty-first President of the United States of America, (March 4, 1929 – March 4, 1933) this unfortunate President during the Great Depression received the Country’s opprobrium and the application of the sobriquet Hoovervilles to the shanty towns sheltering the poor, prior to the Rooseveltian social programs later instituted as safety nets, he spoke and read Chinese as well as Latin, his first public election was that as President, he believed in economic rugged individualism and would not countenance the dole. Civil Appointment

Appointment of Counsel to Mexico for Veracruz, partially printed, October 29, 1928, approximately (16 3/4” X 14”). Countersigned by Frank B. Kellogg as Secretary of State. Kellogg later received the Nobel Peace Prize for his work in negotiating a treaty signed by 45 countries (including Germany, Italy, Japan, the United States, Great Britain and France, the major combatants in World War II) renouncing war as a means to settle disputes.
