Civil Appointment

Appointment of Counsel to Mexico for Veracruz,  partially printed, October 29, 1928,  approximately (16 3/4” X 14”).  Countersigned by Frank B. Kellogg as Secretary of State.  Kellogg later received the Nobel Peace Prize for his work in negotiating a treaty signed by 45 countries (including Germany, Italy, Japan, the United States, Great Britain and France, the major combatants in World War II) renouncing war as a means to settle disputes.  (Art.
